Assessment of Feasibility options of Decentralization within the Health System of Afghanistan

Brief of Project: The assessment primarily aimed to assess the present capacity of provincial public health offices in performing key stewardship and public health functions. More specifically, this assessment was designed to a) assess the capacity of provincial public health offices in carrying out specific stewardship/management and public health functions; b) assess provincial health systems so that a scoring and ranking mechanism can be institutionalized for continuous assessment; c) diagnose the relative strengths and weaknesses of the provincial health systems, and prioritize key weakness areas; and d) develop specific recommendations that could guide a decentralization strategy inclusive of a capacity development plan. Both qualitative and quantitative methods were applied and key document of stewardship functions, including financial management and procurement, were reviewed.

Brief of Project:
The project was signed between WHO and GIA office in 21/1/2014 in Kabul Afghanistan by the both organization officially representatives. Conducting PETS in national Hospitals and Health facilities adherent to BPHS and EPHS Frameworks is to measure to extend to which the nationally allocated budget/resources reach the service provider level. This study will examine the extent to which the system is transparent and accountable.

Afghanistan National Mental Health Survey and Assessment of Mental Health Services

The Project was awarded to the Consortium Conseil Santé and Governance Institute of Afghanistan (GIA) in January 2016. The objective of the study was to assist the MoPH, the EU, and other development partners to understand the current gaps for adequate referral to meet patient needs within the context of BPHS and to understand the unit costs of the BPHS 2010, along with some of the key cost drivers, and to gather recommendations for strengthening BPHS 2010 implementation going forward.

Through this project, GI-A evaluated the performance of the private for-profit health facilities that had been contracted to provide performance based maternal and child health services. The interventions evaluated included the provision of EPI and reproductive health services for women and children to increase utilization against paying incentives to private for-profit health service providers in Farah, Nuristan, Paktiya and Urozgan provinces.
